Chinese construction equipment manufacturer LiuGong has launched its own legal challenge to tariffs introduced by the UK on its excavators, following an anti-dumping investigation.

The UK’s trade watchdog, the Trade Remedies Authority (TRA) recommended tariffs on excavators in the 11t-80t range from several different Chinese manufacturers in 2025.

The recommendation, made in 2025, came after an application in 2023 from UK-based JCB Heavy Products alleging Chinese excavators were being dumped into the UK market.

LiuGong’s machines were hit with anti-dumping duties of 20.09%, which was a lower rate than the likes of Sany Group (32.82%) and XCMG (24.32%).

But along with Caterpillar Xuzhou Ltd, LiuGong made a submission to the UK TRA in 2025 to reconsider its ant-dumping measures.

LiuGong claimed that battery-electric machines should not be included within the definition of the goods and the tariff imposed.

At the end of 2025, the TRA announced that it was upholding its anti-dumping duties.

That has prompted Caterpillar Xuzhou Ltd and now LiuGong to challenge the TRA’s recommendation in a UK court, the Tax and Chancery Chamber of the Upper Tribunal.

The first day of hearings in the case of LiuGong Machinery (UK) v. Trade Remedies Authority starts tomorrow (29 October).
