CARB withdraws Clean Fleets rule exemption request

The California Air Resources Board (CARB) has withdrawn a proposal intended to win federal approval that would have required trucking companies to add zero-emission vehicles (ZEVs) to their fleets.

Known as the Advanced Clean Fleets rule, the regulation would have outlined a ZEV phase-in timeframe for California fleets over coming years.

The withdrawal of the Clean Fleets rule does not affect the Advanced Clean Trucks rule, which if approved will require OEMS to sell only ZEVs in California from 2036.

Both proposals required the US EPA to grant CARB a waiver that goes beyond federal rules.

As such, the state has now withdrawn its waiver request for the Advanced Clean Fleets rule.

The move follows CARB’s decision to allow sale of non-conforming generators in California following the wild fires in Los Angeles. Through the end of June 2025, generators meeting basic US EPA standards can be sold in-state to help support demand.
